Budgeting Reforms Give More Participation in Project Planning PDF Print E-mail
A series of CSO assemblies in the province was calendared last November and December 2015 to determine the communities’ needs for appropriate action this year.

“CSOs are aware that projects and programs have been planned and up for implementation,” said Leonor, who is also the Roxas City’s Person With Disabilities (PWD) Focal Person.

During the assembly, the organizations can then propose projects and programs for their locality while agencies in the national government will implement them.

“I help monitor the implementation of these BUB projects in the province,” she said of being the PFP of NAPC.

The process is one of the major reform initiatives of Pres. Benigno S. Aquino III’s administration as a component of his budget reform thrusts that are designed at making the national government budgeting process more responsive to local needs, part of empowerment reform as it opens another venue for people’s participation in local planning and budgeting and for generating demand for good governance at the local level and element of local governance reform.
