The celebration dubbed "Capiztahan" since 2008 has the theme "Preserving the Culture of Good Governance."

"Capiztahan aims to raise the level of sense of pride of every Capiznon and celebrate through multi-sectoral participation the determination and efforts of our forefathers that led to the creation of the civil government," said Provincial Tourism Officer Alphonsus Tesoro.

The three-day celebration was started by a people's parade from the Villareal Stadium to the Roxas City Immaculate conception Cathedral for a thanksgiving mass last April 13.

An opening program which included the raising of provincial, city and municipal banners at the Provincial Capitol grounds followed the mass.

Capiz Gov. Victor A. Tanco, Sr. led the initial set of activities which also included the blessing and inauguration of provincial government projects and opening of the food festival at the stadium's football field.

The celebration also features a continuing interactive exhibit of good practices in local governance and a fair on crafts, food and horticulture.

Tesoro added that the provincial government will conduct a dental and surgical/circumcision missions, feeding program, farmer's day and a program to recognize its Viable and Innovative College (VIC) scholars.

He added that the celebration will be spiced up by a hip hop dance and Capiznon Rap contests and live band entertainment.

The last day, April 15, is the President Manuel A. Roxas Day celebration in honor of the highly revered Capiznon, who is the first President of the Philippine Republic and the last President of the Commonwealth.

The culminating set of activities will also include a street parade/opening of Dance Exchange: 2nd International Dance Workshop and Festival and fireworks competition at the stadium.

The civil or provincial government of Capiz was created by virtue of Act 115 on April 15, 1901.

Republic Act No. 9217 of the House of Representatives also declared April 15 of every year as President Manuel Acuña Roxas Memorial Day and designated it a special nonworking holiday for the entire province of Capiz and Roxas City in honor of Roxas, the first President of the Philippine Republic and the last President of the Commonwealth.

The Capiz provincial has also passed an ordinance in 2003 declaring April 15 of every calendar year as the "Foundation Day of the Province of Capiz and to celebrate said occasion with a fitting activity." (PIA)
