This was emphasized by Undersecretary Ernesto Carolina of the Department of National Defense, and Administrator of the Philippine Veterans Affairs Office (PVAO), who was in Iloilo City as guest of the 65th Commemoration of Victory Day in Panay, Romblon and Guimaras.
The patriotism and gallantry of Filipino soldiers who teamed up with the Allied Forces during World War II liberated Panay and Romblon islands from the Japanese Imperial Army on March 18, 1945, Usec. Carolina said.
March 18 of every year was declared a special non-working holiday by virtue of former President Corazon Aquino's Proclamation No. 430 or "An Act Declaring March 18 of every year as Victory Day in the Islands of Panay and Romblon including the cities of Iloilo and Roxas" issued in 1989.
As stipulated in Proclamation No. 430, March 18 is of great historical and sentimental significance to both the veterans and the people of Panay and Romblon because it was the day when the Panay Guerilla Forces launched the final assault on the Japanese Imperial Armed Forces.
This year, the commemoration kicked off March 17 with the Flag Raising and wreath laying ceremony held at Balantang amemorial Cemetery National Shrine, Barangay Quintin Salas, Jaro, Iloilo City. The day's celebration was capped with medical and dental mission.
On March 18, the 65th anniversary of the victory in Panay, Guimaras and Romblon was highlighted with a grand civic-military parade from the Iloilo Capitol grounds to the Iloilo Freedom Grandstand where a program was held.
Iloilo Governor Niel Tupas, Iloilo City Mayor Jerry Trenas and Vice-Mayor Jed Partrick Mabilog also graced the occasion.
Presidential Assistant for Veterans Affair, Jesus Terry F. Adevoso delivered the speech of Congressman Eduardo Pilapil who was the occasion's invited guest speaker.
Congressman Pilapil is the principal author of RA 6948 otherwise known as an Act Standardizing and Upgrading the Benefits for Military Veterans and their Dependents. (PIA6)
